Since I'm slowly making some Special Forces OCs, I realized making one is probably kind of daunting for most people due to all the Military stuff so here's a very loose collection of thoughts on the structure of the Special Forces.

Cause after all, what's a Black Dragon without an Special Forces Agent to hunt them down?

So to start, if you know anything about the military, the Special Forces is weird. A US Military task force started to fight international crime gangs? That's more the wheelhouse of other agencies like the CIA and INTERPOL I feel, but I digress because I'm here to make some sense of the Earthrealm Special Forces (ESF) since I think that's the era most people would be interesting in making an OC for the organization and I hope what I write here will give some of you enough insight to feel confident developing one or two.

First we'll cover some boring shit that won't really affect the day to day of your average ESF troop. Normally, federal troops are incredibly restricted on what the can and can't do to enforce domestic policies on US soil per The Posse Comitatus Act. However, given it's focus is responding to otherworldly threats to the US and the world at large, there is likely legislation that has been passed and carve outs made for Special Forces to operate in this capacity and still be part of the Department of Defense. There is likely a congressional panel that provides civilian oversight to ESF, hence all of Sonya Blade's references to a particular congressman during MKX. He's likely in charge of that oversight committee which can do things like hold hearings about what ESF has been up to to ensure they are operating within the bounds of their assigned responsibilities and not wasting taxpayer money.

Now onto the stuff you'll really want to know for your potential troop. Starting with some general military structure knowledge. The most important thing you need to know is there are two main groups in the military. Your Officers and your Enlisted. Officers are your captains, Lts, Colonels. They're the managers of the forces. Every group and subgroup within the military will generally have an Officer in charge of it to manage it. Sometimes they're assigned to do actual tasks, but generally they're in charge of the far more numerous Enlisted doing the tasks. Enlisted are the real work force of the military. These are the guys getting called Private, Arimen, Seamen, Sergeant, Petty Officer, ect. They're going to be the guys making up those mobs we seen getting thrown at Outworld's threats. The ones guarding the portal at the refugee site in MKX. For a more in depth break down of that, just search the US Military Rank Structure and you'll get plenty of images breaking down the E and O ranks across the forces.

ESF is most certainly a Special Joint Operation with the US Army making up a good amount of the group given how many grunts we see get mowed down in MK11's opening. This likely means, outside of special cases I'll ponder later, that you do not directly join the ESF. Instead you would join one of the basic military branches (Army, Navy, Marines, Air Force, and now our new Space Force) or even other agencies like the FBI and CIA and later be selected or be given the opportunity to volunteer for this special mission. Because of this, there are likely very very few junior ranking enlisted in the ESF. Most everyone is likely a Sergeant or Petty Officer for the Enlisted side, and at least a Captain on the Officer side.

The ESF is also certainly an international effort. It's not unusual for certain units and missions to have troops from our allied forces assigned to them. So there's probably a good handful of members from other countries, likely mainly from the Five Eyes partnership of Australia, Canada, New Zealand, the UK, and the US. That said, this is a fantasy land with alternate history so your agent could be from anywhere! Germany, India, whatever you like.

Finally, onto some funky exceptions I imagine exist for the ESF. At this point, I bet you're asking where someone like Johnny Cage falls in all this. On one hand, he could be a Civilian General Schedule. Which is just the term used for Civilians employed by a federal agency like the Department of Defense. Usually referred to as GS on a grade scale similar to how Enlisted and Officers are. He could also be specially contracted to work on behalf of the ESF, but not be directly employed by the Department of Defense. There's a lot of nitty gritty differences here, but what I imagine is most important to you theoretical OC maker, is that a Civilian employee will answer to someone on the Military side. A Contractor would view the ESF more as a customer they are providing a service for.

Finally, I know I said earlier you likely aren't able to directly join the ESF? Well given that they're a suped up kind of X-Files agency, I would bet good money there is a department dedicated to identifying special individuals like meta humans and recruiting them into the ESF. Possibly into small highly specialized units. There's bound to be all sorts of people scattered on Earthrealm with other worldly powers like Johnny Cage and Kenshi have, or perhaps just have a particular skill set or knowledge the ESF may need. Keeping a keen eye on anyone who might already be recruited into the military, but also identifying anyone who could be either useful to the ESF or a threat to Earthrealm if left unchecked. Think like how the X-Men are recruited into Xavier's School for Gifted Youngsters.

That's all I've got for now. Sorry if anything in here doesn't make much sense, but like I said. Late night and loosely organized. I'm more than happy to talk about any of this in more detail if someone has questions.

Lore dump + Doodles

In missions the two alternate when going on missions but sometimes both agents join a mission at the same time!

Operation: Friendly Skies

Agent Pheonix is in charge of the first mission while Pheoness is on standby. Pheoness prays that the poor guy doesn’t die on his first mission, and if he does, make it quick. Phoenix’s reckless behavior results in some close calls but doesn’t die a horrible death yet. When Handler tells them that they could get a vacation from this mission, Pheonix gets happy like a caffeinated puppy and Pheoness, while skeptical, is also pleased. Unfortunately, Handler admits they don’t get that vacation, which disappoints Pheonix but makes Pheoness even more annoyed at their Handler, even threatening him at times.

Operation: Squeaky clean

There’s really no lore in this mission. Pheoness goes on the mission and creates the antivirus safety, although, there are a few funny moments like when Handler says he doesn’t know how to make an antivirus, Pheoness starts yelling at him in Spanish and plot twist, Handler speaks Spanish too. The two are just arguing in Spanish while Pheonix has no idea what they’re saying and is just like😐

Operation: Deep dive

Pheoness decides to take this mission again because she thinks it’s too dangerous for Pheonix. Since commutations can’t reach underwater, Handler nor Pheonix know if she survived or not. But while she’s there, she tends to miss her two work associates. She’s able to survive and make it to the surface. Once communications have been restored, it seems both Handler and Pheonix were extremely worried, which confused her since she’s not used to people caring.

Between Deep Dive and Winter Break:

After 3 missions, an agent’s Handler has a meeting with the higher ups to decide if they want to stay with their current agent(s) or move to another agent. As you can tell, a lot of Pheoness’s handlers have not been with her past this stage so she goes a long rant about how their current Handler is probably gonna keep Pheonix but not her while pacing the floor of her office. When Director Morales shows the results, to her surprise, Handler wanted to keep working with both of them! When she confronts Handler and asks him why, he says that he thinks she has a lot of hidden potential. Though she’s annoying at times, he thinks she’s an amazing agent on missions. This leaves her speechless and the events of my comic with Pheoness and Pheonix occur

If you don’t understand, I’ll explain. Pheoness is in her office. She is going through a whole inner conflict questioning her thoughts toward her business associates, especially Handler and has a panic attack. Agent Pheonix sees this and goes to comfort her. When asking what’s wrong, she shows him something she’s never showed anyone. Writing in invisible ink on her office wall. The writing suggests she keeps track of her Handlers. It is revealed that this Handler wasn’t her first one, in fact, he’s her 8th! The rest of her Handlers quit or moved on. Phoenix finally understands why she’s so uptight and hugs her, telling her that he thinks that Handler really cares about her. Pheoness, not being used to physical touch, takes a while before she sincerely returns the affection. (The last panel was a joke and not actually canon) Operation: Winter Break

This is the first mission where both Pheonix and Pheoness both do the mission. They immediately had to fight for Zor’s chair and playfully annoyed eachother before getting back on Handler for the whole “vacation” thing, they make him extremely concerned by burning down most things in the lodge. They find Zoe’s weapon and destroy it with the crystals. Another successful mission

FIRST CLASS VACATION:

Both Pheonix and Pheoness didn’t believe him when Handler told them he got them a vacation on a train in India, but they were overjoyed when they found out it was real. Just the two of them, chilling on a train…but..why are Zor’s guards stopping the train? They hear about the Ex-Zor employee and help her get the pardon she needs. While taking sips of tea at the worst times, they defeat the Zoraxis employees. To be honest, both of them were happy that the Ex-Zor employee was able to survive the whole ideal. When they found out they had to pay for their “all expense vacation” Pheoness was going to yell at Handler in Spanish again, but keeps her cool to everyones surprise.

Between FIRST CLASS VACATION and Seat of Power

Between these 2 missions are another comic I made. If you don’t understand it, I’ll explain. Pheoness notices Handler has been having patterns of staying up all night to do work. Concerned, she points to him. They have a little discussion and she realizes Handlers job is not the luxury she thinks it is. Feeling guilty, she apologized for her yelling and mocking him in previous missions. Handler forgives her and he finally gets some rest. While this is happening, Pheonix peeps his head through the door to see what they’re doing and is happy when they see the two getting along.

Seat Of Power:

Only Pheonix is doing this mission. After a whole minute of pretending to be Zor on his throne, he’s able to get the plans for the death ray. From the elevator, Pheonix and Handler and Pheoness (who are listening in) hear Hivemind and his bees. Phoenix, being the innocent child he is, wants to see the cute little bees. Unfortunately, Hivemind’s bees are very mean and almost kill Pheonix. This makes Pheoness hate Hivemind even more. But even with that setback, they get the info on Zor’s death ray.

The Peabody Awards 2024: Learning how "Stories That Matter" is so much more than a catchy slogan

Midway through the ceremony, a thunderbolt struck in the form of a passionate speech from Sir Patrick Stewart, reminding me exactly why the George Foster Peabody Awards are such a special experience for judges, winners, staffers who works on the honors and media itself.

As a former judge and chair of the board of jurors, I had traveled to Los Angeles for the first Peabody awards held in person since the COVID lockdowns of 2020. It was also the awards’ first time taking place in Los Angeles, signaling a shift from the news-centered operation of old to a more Hollywood friendly production. And it happened to be the first awards ceremony since I stepped down as chair of the jurors in 2019, rotated off the panel – as is customary - after six years of service. (I was the first African American to hold the chair's job, in fact.)

It is tough to describe what a special experience it is to be among the judges helping hand out such a prestigious honor. The first time I served, among the projects we gave prizes to were House of Cards and Scandal – two shows which heralded the rise of streaming and the impact of diversity on television. I was part of the panel which decided to hand special honors to Jon Stewart, Rita Moreno and Carol Burnett at various times, recognizing the world-shaking impact of legendary performers and satirists.

Deliberations take place over three separate weeks in different locations, with our debates centered on impact, originality, scope, quality, substance and diversity — among other considerations — always with an eye on what the bright light of a Peabody win might accomplish when trained on a deserving project.

At the end, judges must have watched/consumed every entry under consideration and we must agree unanimously. With a judging panel that ranged from world class academics to high achievers in media, expert journalists and critics and more, we bonded like rowdy siblings at a media nerd’s ideal summer camp.

But when Sir Patrick rose in the middle of Sunday’s ceremony to speak eloquently of the amazing work on display in the acceptance speeches of winners, I realized why the Peabodys were truly special. Conceived as the electronic/broadcasting/TV equivalent of the Pulitzer Prizes, the Peabodys this evening united Hollywood favorites like FX’s The Bear and HBO’s The Last of Us with searing journalism, like the PBS NewsHour’s coverage of war in Gaza or Tennessee investigative reporter Phil Williams’ dogged exposure of a mayoral candidate’s ties to white supremacists in a tony Nashville suburb.

Ravish Kumar, the news anchor in India who serves as the centerpiece for the POV documentary While We Watched, gave a passionate speech criticizing mainstream news outlets in his home country for enabling Hindu nationalism by spreading misinformation. Ron Nyswaner, creator and showrunner for Showtime’s LGBTQ-focused limited series Fellow Travelers, talked on how “art is about trying to make people think and feel.”

And Larry Wilmore, co-creator of Black-ish and host of the late, lamented Comedy Central news satire The Nightly Show, cracked a joke on how supremely compromised Supreme Court Justice Clarence Thomas is kind of a dick. (Hey, everything can’t be highbrow during a three-hour show).

It occurred to me, that too many Hollywood awards shows are mostly about the star power and glamour of supremely acclaimed stars. Don’t get me wrong: it was gratifying and heartwarming to see the entire place leap to their feet for enduring icon and Career Achievement awards winner Mel Brooks, or Donald Glover presenting the Trailblazer award to his good friend Abbott Elementary star/creator Quinta Brunson or – for this Star Trek nerd anyway – the astonishing sight of watching castmembers/producers from Picard, Discovery, Enterprise and other corners of Trek gather onstage for the Institutional Award.

But the secret sauce of the Peabodys is the way it utilizes Hollywood glamour to shine a light on quality journalism and public service programming like the micro-documentary series The Hidden Racism in New York City or PBS Frontline’s reporting on America and the Taliban or Dallas-Fort Worth NBC station KXAS’ look at how an organization of sheriffs were quietly radicalizing law enforcement officers across the state.

So, even though I’m no longer taking part in the long hours of viewing and debate required to pick these standout honorees – and it is part of the deal that every judge has to agree on every winner and finalist – I couldn’t be prouder of the selections my successors have assembled. We are all now part of a family dedicated to upholding the best in media, highlighting important work in a way almost no other modern awards ceremony can do.

The iconic U.S. Air Force (USAF) U-2 spy plane has many distinct features, such as its deep black paint. But this week, one of the Dragon Lady from Beale Air Base, California, is displaying a silver pattern.

The TU-2S '1078', the "T" meaning coach, is back in the skies after almost three years on the ground, or 1,030 days, undergoing a series of regular repairs and maintenance, according to Beale Air Base.

During its time in the 21-month repair area, the 1078 had its iconic black paint removed, exposing the silver panels of the fuselage.

Although the '1078' is back in the sky, it still needs to undergo a series of airworthiness tests before receiving a new layer of black paint.

Beale Air Base said the training aircraft is halfway through the reintroduction process before coaches and interns can use the spy jet again.

Beale, located in Yuba County, is the only United States Air Force Base operating the U-2 Dragon Lady and hosts the entire stock of U-2S and T-U2S.

On January 11 of this year, another TU-2S Dragon Lady (number 1065) of the U.S. Air Force made its final flight, being deactivated after 41 years of services provided in the training of pilots of the iconic jet.

This study is intended to understand the governance practices addressed in the literature to address climate change, identifying common variables, methods, regions, and sources of information that facilitate the framing of novel analyses for researchers and practitioners. We perform a systematic review of 45 studies between 1980 and 2019 published in Web of Science. The results suggest that policy, innovation, operations, and legitimacy are common variables in addressing climate change. Our findings show that Ordinary Least Squares and Panel Data are the most frequent methods developed in the literature. Emerging economies such as India, Brazil, Indonesia, Iran, South Korea, and Mexico offer an interesting context to explore. The climate crisis has become one of the major threats to modern society.
